The Senegal Timer: CIA Cable 26/02/1988 (2)

On the 26 February 1988 (Six days after the arrest), the CIA in Dakar sent a cable that makes reference to a “sophisticated electronic firing device” at 15:08 local time.

Later in the afternoon, the CIA sent a second cable reporting that, after talking to S/2, they felt quite sure that they could get access to the timer.

The cable is archived here

S/2 is obviously an important person in Senegal. Can you guess who he is. HINT: The codename is not particularly subtle…

Note: Zulu (Zero) time is equivalent to GMT, and Dakar is actually on GMT time. Therefore, the cable was sent on 17:43 local time.
