The Senegal Timer: CIA Cable 14/03/1988

RE TIMING DEVICE: TIMING DEVICE IS MANUFACTURED TO ACT AS AN ELECTRONIC TIME DELAY FOR THE DETONATION OF EXPLOSIVES. THE DEVICE IS WELL ENGINEERED, SOPHISTICATED, WATER-RESISTANT, AND IS SELF CONTAINED COMPLETE WITH POWER SUPPLY.

    CIA Warren Clemens comments about various cables which have been assigned Production numbers and references such as ‘Copy Document DE56’.

    For ease of access, is there a table to align these Productions and/or Copy Documents to the Cables ?

    Noted the the different size of the Senegal timer enclosure to Mebo / Rose Manufacturer.

    1st Issue, from outside in;
    The Senegal timer enclosure/housing has a ‘fifth’ screw in the middle of the top part of the enclosure;

    Which part of this enclosure was the fifth screw to be used ?
    What did it do ?
    Where did it go ?
    Just rattle about the top with no secure fitment ?

      Not to my knowledge… However, although I had to change the format of the files, I did NOT rename them.
      The Senegal cables run from DE54 to DE62; not in chronological order…

    I have a number of comments about the photos and the items, particularly the enclosure, gasket[s], wiring etc.

    Meantime, I’ve noticed some anomalies with regard to CIA Warren James Clemens precognition 15/09/1999 & 10/01/2000, the information contained within the cables and dates of same.

    10/01/2000 – Precognition by Scottish representative

    The reference information used is slightly different of the two[2] precognitions, cable reference numbers are noted in the first but reference such as ‘DE56’ are noted within the second precognition.
    Once these are fully referenced side by side, certain actual events become clear.

    “While my partner took notes and kept a photo log, I did the measuring, photographic layout and actual photographing. The noted were later “trashed” when the cable reporting our examination was prepared.”
    “My attention was also drawn to the red and black stereo wire connector clips mounted on the side of the timer housing. Before going to Senegal, I had seen similar clips on a R.F. device picked up in Chad.”

    I am shown Copy Document DE56 – [Cable 50553 – noted 05/03/1988]

    “I was the author of this cable. I do not recognise the writing which has been added on the first page. This was not part of the original cable. The cable briefly describes the circumstances behind the seizure of the items, as known. Thereafter, there follows a detailed description of the timing device and brief comments regarding the other items. The lettering “MST-13″ etched onto the circuit board of the timer meant nothing to me at the time.”

    “I authored this cable, along with my colleague. This cable provides further information regarding the timer. When we examined the timer, we noted a stereo connector attached to the housing, as shown in photograph 10 of Photograph DE51….”

    “…..Such a feature had only been seen on one other type of device which had been recovered in Chad a few years before. It was known that the Chad device had been manufactured by or on behalf of the Libyans. This appeared to fit with the circumstances behind the seizure of the timing device. The cable makes reference to the stereo clip for headquarters’ information.
    The equipment recovered in Chad was based on a modified Motorolla pageboy receiver. Information regarding the analysis of this device had been circulated within the agency.”

    Comment:
    Clemens stated the examination notes were ‘trashed’ after the examination of 05/03/1988 at preparation of the cable 50553, also states the copy of cable he is shown is different. In any event, cable 50553 noted 05/03/1988 is Clemens total description and examination as he states the notes were ‘trashed’.
    This could only leave the photographs from the examination.
    Also note both Chad & Libya are repeatedly noted but apparently not Togo at the ‘examination’.

    The next issue is also strange and very odd;

    “When I returned to the United States, I had the film taken in Senegal developed and I describe the photos and our technical analysis in cable 52089 of March 14, 1988”.

    “This is another cable I prepared in Senegal for transmission to headquarters. This cable is basically an index of the photographs which I took during the course of my examination. It is not an exhaustive list of every exposure but rather a list of the photographs which I selected as a representation of the items which had been examined……..”

    Comment:
    Clearly there is a contradiction between the statements. On the one hand, Clemens states cable 52089 was on return to the US, subsequently states cable 52089 was prepared and sent from Senegal. The cable does note Zulu time.
    The matter is relevant and concerning as cable 52089 clearly notes;

    PHOTO NO:16 PLASTIC EXPLOSIVES “SEMTEX –h”. SEMTEX IS STANDARD WARSAW PACT MILITARY PLASTIC EXPLOSIVE . PACKAGED IN 2.5 KILOGRAM BLOCKS. SEMTEX HAS BEEN ASSOCIATED WITH SEVERAL PREVIOUS LIBYAN-ATTRIBUTED EXPLOSIVE DEVICES TO INCLUDE 1984 CHAD RADIO-CONTROLLED BOMB.”

    PHOTO NO: 20 NON-ELECTRIC BLASTING CAP RECOVERED FROM LIBYAN DETAINEES. ONE OF FIVE CAPS. COUNTRY OF ORIGIN UNCLEAR, BUT SIMILAR TO THOSE RECOVERED IN LOME TOGO 1986.

    Keep in mind this statement;

    “At the time when I examined the timing device in Senegal, I did not know that a similar device had been recovered in Lome, Togo”

    Keep in mind this statement;
    NOTE: The witness attended precognition wearing a “light disguise” comprising an obvious wig, false moustache and glasses. Notwithstanding the disguise the precognoscers were able to asses the demeanour and credibility of the witness. The precognoscers formed the view that the witness was not truthful regarding his knowledge of Mebo. Otherwise, the witness presented well.

    “It took me sometime to get permission from Collin for the Gendarmes to make the seized items available for the “tech guys” to photograph. I recall going to Gendarmerie HQ, the same building where the Libyans were detained. There were two guys from our headquarters, myself and a Gendarmerie Colonel that I recall. As I recall the items were on tables in a room. [not again!]

    I do not recall the lighting conditions. I do not recall the Gendarmeries being “hinky’ (nervous) about us having access to the items. I do recall the timer.
    I recall our tech guys saying “wow” because they were surprised by its very sophisticated design. I do recall that there was some question about being allowed to take it apart, and that the Senegalese said “OK, but don’t break it”.
    Upon being shown photos 1-3 of 9/15/99, I can state that they look like copies of the photos our guys took after the top housing of the time had been taken of. My role was basically to act as the translator, the tech guys took the pictures and prepared the report to HQ based upon their notes.

    Comment:
    This takes us back full circle to cable 50553 which it appears on the face of it, from the American representatives, was the sum total of the technical analysis completed, at that time.

    These circumstances raise the following concerns;
    Individually or collectively there are inaccuracies and/or untruths in amongst this.
    Cable 50553, in relative terms is sparse in detail when compared to cable 52089.
    It is unreasonable, possibly bordering on the ridiculous that cable 52089 was composed without the timer being present to note all the detailed factors due to the previous notes being ‘trashed’.

    Clemens states cable 52089 was sent from Senegal. It bears Zulu time.
    It notes Chad, Togo, Libya and of course Senegal.
    Clemens colleague Steiner even states Clemens knew the timer and had seen the like before.
    Clemens states he knew about Chad and notes Togo in his cable 52089, although subsequently denies this knowledge to Scottish representatives.
    For many years, Clemens was a Technical Operations specialist including explosive ordnance.

    I am shown document DE53
    “This is a sort of document which was circulated to us and contains details of the nature and operation of the device. Such documents are prepared within the agency.
    I note the document DE53 makes reference to a company called Mebo. I first heard the name Mebo a few months ago when I was precognosced by Mr Murtagh. I have no recollection of hearing or seeing the name Mebo prior to that date.”

    From the photographs, the timer recovered has obvious functional decencies.
    The American representatives could only have had wider and further access to this item to enable the subsequent detailed cables to be sent.
