I have added a couple of events. The first one is the US State Department report on Libya dated January 8 1986.
08 January 1986
STATE DEPARTMENT REPORT IN LIBYA UNDER QADDAFI New York Times
“Qaddafi has used terrorism as one of the primary instruments of his foreign policy and supports radical groups which use terrorist tactics.”
The report lists the anti-US illegal activities of Libya in Europe, Africa, the near and far-east, Central and Latin America as well as direct threats against the US.
The Reports specifically names the activities of Qaddafi in Nicaragua and his support for the Popular Front for the Liberation of Palestine – General Command.
The Report concludes : “Qaddafi has abused diplomatic privilege for terrorist purposes, reneged on international agreements and blatantly used terrorist violence against political opponents. In addition, Qaddafi’s support of terrorism, regardless of his direct operational involvement in a given terrorist act, helps legitimize terrorism as an acceptable political activity. “
The second event ends our 1986 Timeline:
03 November 1986
The Lebanese magazine Ash-Shiraa exposed the Iran-contra scandal.
How to read this Timeline from a “PT35B Point of View”?
One should keep in mind a few things such as the “Fuller Memorandum” , the Togo timer and the Chad Device/MEBO connection.
The Fuller Memorandum
In May 1985, Graham Fuller wrote an important “think piece” for the US Intelligence Community. Fuller recommended to act “nice” with Iran and to act “tough” with Libya.
Considering the Iran-Contra Affair and the 1986 US Media Disinformation Scandal, it would seem that someone decided to follow-up on the “Fuller Memorandum”.
Togo and the MST-13 Timer
PT/35(b) was the key piece of evidence of the Lockerbie Case. As Richard Marquise (FBI Agent who led the US side of the investigation) himself said: “Without PT/35(b), there would have been no indictment.” ( See: FBI Richard Marquise: “No PT/35(b), No Case.”)
This fragment was eventually matched to a timer (MST-13) discovered among the weapons and material seized from rebels after an attempted coup in Togo on 23rd September 1986.
Keep in mind that without this MST-13 timer, PT/35(b) would not have helped the Lockerbie investigators since it would never have been matched to a MST-13 MEBO timer.
The CIA – MEBO Mystery
In February 1988, the CIA became aware of another MST-13 Timer that was found in a luggage “belonging” to a Libyan citizen travelling to Dakar, Senegal.
That device was easily traced to a Swiss company because of a similarity to a device that had been found in Chad in September 1984.
This MST-13 had been manufactured by the Swiss company MEBO and supplied “solely” to Libya.
The CIA account of this episode is very murky but what is certain is that the CIA had a direct line of communication with MEBO since – at least – early 1985 and that MEBO began to produce the MST-13 timers for Libya in mid 1985.
Before writing the conclusion (for this Timeline), I would appreciate your comments on this subject. Should something else be added and /or researched?
I would expect that most reasonable people will agree that the first MST-13 timer made its appearance on the international scene in very suspicious circumstances… To say the least.
PS: I expect Togo to organize a big party for the 30th anniversary of the 23 September attempted Coup.
