Weird CIA CABLE – 17 OCT 1989

Perhaps, someone can explain this cable to me.  This CIA cable is dated 17 OCT 89.

When I pointed out this cable to FBI Richard Marquise, he simply could not believe that this doc was genuine. I sure understand him….

“Masud” is an alias for “Megrahi” who is put into the frame way before PT/35(b) was used to link Lockerbie to  Libya. Amazing!

Next thing you know, we will be told that “MASUD” bought the clothes in Malta (Or maybe al Nayil?).

Sure he is a bit dark. But who cares? Beside claiming that he never sold any shirt to that guy, Gauci also made it clear that the shirt was not the right one! (Wrong color). Did it ever matter? I do not think so.

    In our new Film we will show documentary evidence to prove that in June 1989 steps were taken to implicate Megrahi and LIBYA instead of PFLP GC

    Remember Megrahi was a sanctions buster for LIBYA and very proud of his role and as such he was of interest to The CIA especially as he had an association with MEBO who the CIA HAD KNOW FOR YEARS TO BE SUPPLING SIMILAR TIMERS TO LIBYA.

    As an aside Megrahi told me on various occasions that if the truth were ever to come out about the identities of the suppliers he dealt with in his sanction busting role there would be a lot of people in the USA and UK would not be happy. Gt

    For folks recently taking an interest, this is the link which has a download of 255 pages of CIA files and cables related to the Pan Am Flight 103, Lockerbie.

    From the first time I read through the CIA Malta station cables, the narrative and content have always been very concerning, particularly the timing of information as the 17 October 1989 cable highlights.

    Sure Gaika was shown to be a liar / crackpot during and after proceedings but the worrying and unjust issue is his CIA recorded information was still generally relied on.
    Looking back It’s almost as if CIA constructed a framework for investigators to fill in the blanks, and Gaika was used to not only embellish matters but as a verification source.
    It’s a bit like only asking questions which you already know the answers to.

    Gaika noted as a ‘walk-in’ accompanied by his friend/translator, ‘Maltese’ lady ‘T/1’ who we will find out worked at Liqua Airport Malta, both return next day for further meeting. Amongst other things Gaika was familiar with six of the seven noted Libyan Intel affiliated names ‘provided’.

    The translator T/1 called CIA case officer C/O to confirm meeting.

    There are then 3 meetings all discussing Gaika sham surgery etc, almost confidence building meetings.

    MEANWHILE, HE WOULD LIKE TO NOTE THAT P/1 MENTIONED THE “PRINCIPAL SUBJECT” OF REF INTEL WHOSE NAME HE GAVE AS ABD-AL-BASIT «(MAGRAHI)).
    THE NAME CAME UP WHEN P/1 TRIED TO EXPLAIN PROVENANCE OF AN 8 KGS PARCEL OF HIGH EXPLOSIVES THAT HAD BEEN STORED UNTIL RECENTLY AT [redacted] OFFICE IN VALLETTA.

    Note the term used “PRINCIPAL SUBJECT”.

    ABD’AL BASAT EL((MEGRI)) is then referenced multiple times on the cables with wild comments including the likes of explosives being held in the drawer of a desk etc.

    One of the most troubling CIA cables.

    ON 7 DECEMBER 1988 LIBYAN EXTERNAL SECURITY ORGANIZATION (ESO) OFFICER ABDELBASET ALI ((ELMEGRAHI)) ARRIVED IN MALTA ON A LIBYAN ARAB AIRLINES (LAA) FLIGHT FROM TRIPOLi.

    This cable is the following day of the Lockerbie atrocity and CIA are noting a ((ELMEGRAHI)) arrived in Malta on 7th December 1988 which subsequently just so happened to be the nominated date of the clothes purchase.
    It’s uncanny how this date was always referred or preferred.

    Translator known as T/1;
    Numerous cables mention T/1 being in direct contact with C/O [case officer].

    CIA cable referencing baggage and explosives possibly being secreted through Liqua Airport but look at the date of the cable !
    “Additional information regarding the security arrangements at Liqua Airport were provided by [redacted] who acts as a translator to P/1. [redacted] position allows her direct access to baggage handling at the Airport.”

    This confirms CIA had an informant working at the Airport for many months prior and subsequent 21/12/1988. Possibly as check-in desk operative with access to baggage handling who could even have even been working on 21st December 1988, but also confirms security at Liqua Airport was stringent.

    Request from FBI regarding PFLP-GC information and Abu Taleb. Also notes Daqamuni in Frankfurt.
    Clearly FBI know of a Libyan informant in Malta to make the request.
    Note the time and date – 22:47 of 1st September 1989.
    This is the same day DC Bell interviews Gauci for the first time.

    Gaika did not identify anyone including Megrahi from FBI sketch photo-fit and BKA computer image produced from Gauci information.
    Amongst other things, Gaika previously implicated Megrahi in many things but even he [Gaika] didn’t ID or recognise the provided photo-fit, images and description !
    You would have to go some for even a crackpot liar not to put the boot in when the opportunity presents.
    This also confirms FBI agents in Malta are near real-time sharing information with CIA Malta.

    The meeting was arranged by T/1 who held a “scheduled” meeting the same day with C/O.
    This confirms T/1 was operating for CIA independently of Gaika.
    T/1 encountered P/1 at Luqia Airport but P/1 asked T/1 not to report back to C/O.
    T/1 of course did just that.

    One year passes from June 1990 to July 1991.
    July 1991, P/1 suddenly is back on the scene.

    P/1 CROSSED OVER TO MALTA VIA TUNISAVIA ON 7 JULY AND WHEN T/1 RETURNED TO MALTA ON 10 JULY, HE CONTACTED HER AND SHE RELAYED THE INFO TO [redacted] UPON ARRIVAL IN MALTA.

    Can you guess where T/1 is really from ?
    A resident doesn’t usually make a short visit…
